Facing surging demand for AI-powered flood risk modelling, Luxembourg software firm RSS Hydro partners with NVIDIA and Oracle Cloud Infrastructure, then relocates its high-performance computing infrastructure to Portus Data Centers’ Tier-IV facility in Luxembourg City.

In 2025, RSS Hydro, a Luxembourg-based software company specialising in Earth observation and natural disaster risk management, took a decisive step toward technological independence. The firm committed to building a local AI factory powered by NVIDIA Blackwell GPUs. The move required an AI-ready colocation environment capable of handling extreme compute loads while meeting strict regulatory and security demands. After careful evaluation, RSS Hydro selected Portus Data Centers’ underground Tier-IV facility in the Cloche d’Or district of Luxembourg City.

Founded in 2017, RSS Hydro has built a strong reputation for delivering actionable insights from satellite and sensor data. Its Software-as-a-Service solutions help energy companies, regional authorities and municipalities worldwide manage risks from floods, droughts and wildfires. As climate change intensifies the frequency and severity of extreme weather, the pressure on critical infrastructure—particularly energy and utility networks—has grown sharply. Flooding poses an especially acute threat to the stability and reliability of power grids.

This challenge created both a market opportunity and a technology partnership. Building on its established FloodSENS AI application, RSS Hydro is developing advanced flood-risk modelling and 3D visualisation tools for energy infrastructure. The solution combines GPU-accelerated computing on NVIDIA hardware with Oracle Cloud Infrastructure (OCI). FloodSENS trains and runs inference on high-performance clusters optimised for both AI and graphics workloads. NVIDIA Omniverse enables real-time visualisation of complex flood simulations, giving energy operators clear, actionable views of potential scenarios and their impact on network assets.

“The scalability of OCI in combination with NVIDIA GPUs and NVIDIA Omniverse enables FloodSENS to run the extensive simulations required for the complex risk assessments energy companies need today to improve their climate resilience,” said Guy Schumann, founder and CEO of RSS Hydro.

To support this ambition, RSS Hydro required more than cloud resources. In 2025 the company decided to establish a local AI factory based on NVIDIA Blackwell GPUs. The infrastructure had to deliver high density, scalable power and cooling, redundant connectivity and professional on-site support. It also needed to keep sensitive data under full customer control and within regulated European jurisdictions.

In October 2025, RSS Hydro migrated its high-performance computing environment to Portus Data Centers Luxembourg. The facility is a modern Tier-IV data centre located entirely underground in a strategically advantageous part of the city. It offers 2.4 MW of IT capacity, cold-aisle containment for efficient cooling, carrier-neutral connectivity and continuous monitoring. Certifications include ISO 9001, ISO 14001, ISO 27001, ISO 50001, EN 50600, EN 50173/50174, Uptime Tier IV and SDEA. Physical access control, redundant power, VESDA early-warning fire detection and 24/7 surveillance further strengthen security and availability.

“Portus Data Centers offered exactly the solution we were looking for at a price that matched our budget expectations,” Schumann explained. “Within our joint projects with NVIDIA and Oracle Cloud Infrastructure we are increasingly working on AI and machine-learning training, weather forecasting based on Earth-2, and 3D visualisations with Omniverse. All of these require high-performance GPUs, for which Portus provides the right infrastructure and matching service levels.”

The decision rested on several practical criteria: secure and resilient infrastructure, scalable space, power and cooling, diverse network connectivity, and competent technical support from experienced engineers on site. Portus met these requirements while allowing RSS Hydro to retain full control over its data and to expand capacity as demand grows.

Processing data close to its origin reduces latency while keeping full control within German and European legal frameworks. All locations feature redundant power, modern cooling, physical access control, 24/7 monitoring and ISO 27001 certification, combined with additional site-specific credentials.

For RSS Hydro, the relocation secures the compute foundation needed for its next generation of AI applications. Two NVIDIA RTX PRO 6000 Blackwell GPUs already demand the specialised power density, cooling and reliability that Portus provides. “Such high performance and specialised features become even more important when the goal is to future-proof our applications so they remain scalable and seamless,” Schumann noted. “That is why we decided to invest now rather than later.”

The partnership illustrates how European software innovators can combine sovereign infrastructure with cutting-edge AI accelerators. By hosting its AI factory at Portus, RSS Hydro gains a secure, expandable platform that supports both current FloodSENS workloads and the more demanding simulations required to protect critical energy assets in an era of accelerating climate risk.
